2022-2023 NWLSD PROGRESS UPDATE
Northwest Local School District is pleased to share highlights from its 2022-23 Local Report Card with the community. The Ohio Department of Education plans to release report cards to the public on Thursday, September 14th.

On Tuesday, October 17th at 6:00 p.m. Northwest Local School District will hold its annual State of the District at Northwest High School.
Overall Rating: 3 STARS
Northwest Local School District earned a 3-star rating for the 2022-23 school year. State law outlines the components that make up the Overall Rating – Achievement Component, Progress Component, Early Literacy Component, Gap Closing Component, and the Graduation Component. In future years, the College, Career, Workforce and Military Readiness Component may factor into the overall rating. The Achievement and Progress Components are weighted at 28.601% in the Overall Rating for Ohio School Districts. Graduation Rate, Gap Closing, and Early Literacy Components are weighted at 14.266%. This is the first year that districts across Ohio received an Overall Rating as part of the newly developed Local Report Card.
Achievement Component - 2 STARS
This component represents whether student performance on state tests met established thresholds and how well students performed on tests overall. A 2-star rating indicates that NWLSD needs continued support to meet state standards in academic achievement.- NWLSD’s Performance Index increased from 71.9 to 72.8
- 1,397 tests (10.9%) were scored at the Advanced or Advanced Plus Level
- 1,722 tests (13.5%) were scored at the Accomplished Level
- NWLSD improved its proficiency percentage on 12 of the 20 state assessments
Progress Component - 2 STARS
This component looks closely at the growth all students are making based on their past performances on state tests. A 2-star rating indicates that there was evidence that NWLSD fell short of student growth expectations. Our goal is to obtain a 4-star rating for the 2023-24 school year, which would indicate that there was significant evidence that the District exceeded student growth expectations.
Gap Closing Component - 4 STARS
This component measures the reduction in education gaps for various groups of students. A 4-star rating indicates that NWLSD exceeded state standards in closing educational gaps. - NWLSD exceeded the State’s performance index target for the following groups of students in Language Arts and Math:
- Black/Non-Hispanic
- Economically Disadvantaged
- English Learner
- Hispanic
- Multi-Racial
- Northwest High School, Monfort Heights Elementary, Colerain Elementary students exceeded growth expectations in Math (All Student Subgroup)
- Colerain High School and Pleasant Run Elementary exceeded growth expectations for English Language Arts (All Student Subgroup)
- NWLSD exceeded growth expectations for English Learners in English Language Arts NWLSD exceeded growth expectations in Math for Students with Disabilities
Graduation Rate Component - 4 STARS
This component looks at the four-year graduation rate for the Class of 2022 and the five-year graduation rate for the Class of 2021. Official data for the Class of 2023 is not yet available. A 4-star rating indicates that NWLSD exceeded state standards for graduation rate.
- District 4-year graduation rate was 92.6%
- CHS 4-year graduation rate was 91.9%
- NWHS 4-year graduation rate was 93.9%
Early Literacy Component - 2 STARS 
This component measures reading improvement and proficiency for students in kindergarten through third grade. A 2-star rating indicates that NWLSD needs continued support to meet state standards in early literacy (K-3). - Colerain Elementary earned a 4-star rating on this measure
College, Career, Workforce and Military Readiness:
This component looks at how well prepared NWLSD students are for future opportunities, whether training in a technical field or preparing for work or college. This component will not receive a rating until 2025. Here are some highlights from the class of 2022
- 72 students earned Honors Diplomas
- 112 students earned 12 or more points on Industry Credential or State Licensure Exams
- 55 students earned 12 or more college credits while still in high school
- 23 students enrolled in the Military
Note: Information related to State rankings for Districts and Schools for the 2022-23 school year was not yet available at the time of this press release.
NWLSD would also like to share the following additional financial and enrollment information with our community based on the 2022-23 school year:
Financial Detail:
- NWLSD spent $2,390 less per pupil than other Ohio public districts in 2022-23
- NWLSD is among the bottom 20% of districts in terms of operating expenses per pupil
- NWLSD spent 72.7% of its funds on Classroom Instruction in 2022-23 which is above the 70% benchmark
Enrollment Detail:
- NWLSD enrollment increased in FY23 but has not returned to pre-pandemic levels
- NWLSD is seeing an increase in students who are identified as Economically Disadvantaged (75.3%)
- NWLSD is seeing a steady increase in English Learners
- 403 in 2018-19 (4.7%) to 548 (6.8%) in 2022-23
- NWLSD had 1,513 students (18.7%) with identified disabilities in 2022-23
Chronic Absenteeism Trend:
- NWLSD saw a significant increase in the percentage of students who were chronically absent during the pandemic but showed improvement in this area in 2022-23, with 36.5% of students missing 10% or more of the offered hours of instruction. This absenteeism rate remains significantly higher than the State average.
